STANFIELD, Ore. -- A Stanfield man is facing animal abuse and neglect charges after the Umatilla County sheriff's office seized horses, goats and a pair of dogs from his property.

The East Oregonian newspaper reported that deputies rescued a total of 69 animals, including the two border collies.

Deputies charged 68-year-old Arnold Weldon Nix with 23 counts of animal abuse and neglect involving the dogs, 43 goats and 24 horses.

Three tons of hay have been donated to help care for the rescued horses and goats, while the dogs were taken to a pet rescue organization to find new homes.

Deputies called the conditions deplorable.
