PORTLAND, Ore. -- Delia Lopez lives far from the Portland area, but hopes to represent the district in Congress.

The Republican from the southwest Oregon town of Oakland announced Monday that she will again run for the 3rd Congressional District seat held by Rep. Earl Blumenauer. She ran against him in 2008, but got only 21 percent of the vote.

Though the 46-year-old lives far from Portland, federal election law allows candidates to run in any of the state's five congressional districts.

Lopez says she is mad at both major parties for expanding the role of government.
